Hate speech has emerged as one of the most pressing challenges facing societies across the Arab region. Fueled by conflict, political polarization, social fragmentation, and the rapid spread of digital media, hate speech threatens social cohesion, undermines peaceful coexistence, and weakens efforts toward reconciliation, inclusion, and sustainable peace.
This Strategy and Policy Paper presents a comprehensive regional framework for addressing hate speech in Arab societies. Drawing on consultations, workshops, and expert contributions from across the region, the paper examines the drivers, manifestations, and impacts of hate speech in a range of national contexts, including Syria, Palestine, Yemen, Iraq, and Libya.
The publication offers a practical roadmap for governments, civil society organizations, educational institutions, religious leaders, media actors, and regional networks seeking to prevent and counter hate speech while safeguarding freedom of expression. It highlights policy options, strategic intervention areas, and recommendations for strengthening legal frameworks, education systems, media practices, interfaith engagement, and community resilience.
